ACTIVITIES WITHIN THE ENERGY MANAGEMENT SYSTEM IN THE MUNICIPALITY
The main activities within the energy management system of a municipality can be divided into several characteristic groups:
- Data collection and creation of data base concerning supply and consumption of energy in buildings of public spending, that should include all relevant information relating to the characteristics and function of these objects.
- Development of the energy balance of the municipality for the previous calendar year in accordance with the recommended or prescribed methodology. Energy balance is essential to determine where the municipality stands in terms of the energy situation, and to define the energy policy of the municipality.
- Identify opportunities for energy savings (making energy indicators, the definition of potential as well as energy saving measures, defining the list of priority measures). Indicators are a tool for measuring the efficiency of utilities and public buildings and are used for comparative analysis to define the efficiency of energy production and consumption.
- Preparation of periodical reports containing analysis of energy consumption and energy costs in buildings of public spending with the proposed priority measures that will improve the energy balance at the municipal level.
- Preparation and implementation of energy efficiency projects and use of renewable energy in sector of public spending.
- Making energy plan of the municipality in accordance with the recommended or prescribed methodology.
- Information and motivation of users of energy services to save energy, training, promotional activities and etc..
Energy management, in the most general sense, is the management of energy flows within an organization, ranging from productions and energy supply , through the transformation, to the final energy usage. Concept of energy flow parameters includes various quantitative and qualitative parameters that describe some of these processes from a technical, economic and social aspects, as well as environmental. If the management of energy flow above defined is done in an organized, structured, systematic and continuous way, it could be said that in organization is established a system of energy management.
